A bug has been discovered in the vltMakefile: 
if the static library for a used shared library doesn't exist 
(e.g. libcurses.a on HP-UX 10.20, HP-UX 11.00 and Linux) then the 
vltMakefile assumes it needs to be built and of course fails.
We have hacked a fix for this by creating 0 byte sized 
versions of /usr/lib/libcurses.a: just touch the file before 
building the MAR2001 VLTROOT.
