OFFSAA - Issue an offset step in alt and az

SYNOPSIS


    OFFSAA offsetAlt,offsetAz

DESCRIPTION


    offsetAlt: altitude offset in arcseconds (-3600.0 - 3600.0)
    offsetAz: azimuth offset in arcseconds (-3600.0 - 3600.0)

    Offset from the current telescope fixed coordinates.
    Offsets work incremental. They are forgotten when new coordinates are
    issued.
