OFFSAD - Issue an offset step in RA and declination

SYNOPSIS


    OFFSAD offsetAlpha,offsetDelta

DESCRIPTION


    offsetAlpha: RA offset in arcseconds (-3600.0 - 3600.0)
    offsetDelta: declination offset in arcseconds (-3600.0 - 3600.0)

    Offset from the current sky coordinates.
    Offsets work incremental. They are forgotten when new coordinates are
    issued.
