Once you have prepared all the relevant information to be included in your Observing Proposal - be sure to read the General instructions - you will have to fill out a standard form with the required information about your proposed observing programme. You should then submit this form to the organisers.
In order to help you with this, you will find here a Submission Form with some Guidelines. Have a look and prepare your own form in the same way (not necessarily in HTML-format as this one, but just in plain ASCII text, if you so prefer).
You may wish first to print this form in order to carefully prepare your proposal off-line, before you submit it.
