Description:
The Telescope Pointing Machine performs the transformation from
astronomical coordinates to encoder values.
It takes into account all factors that influence refraction
(wavelength, humidity, pressure), location (longitude, latitude,
height), polar motion, time (MJD), the pointing model, additional
velocities and all information that is directly related to the
coordinates (coordinate system, epoch,
equinox, parallax, radial velocity, proper motion).
Performance: 20ms
Frequency: Every time we need to convert astronomical coordinates

Issues to be Determined or Resolved:
Currently TCS does not support specifying the spectral types of the Object and of the Guide Star in the Set-up File instead of the wavelength.
