Utility method. Create notification channel. Only used by Supplier to create NC. Exceptions: ACSErrTypeCommon::CORBAProblemEx  NotifyMonitoringExt::NameAlreadyUsed  when the factory tries to create a notification channel with the same name NotifyMonitoringExt::NameMapError  Reimplemented from nc::Helper.
