173 27.04.2017 ELT Design and Development of a Prototype Real-time, High Performance Computation Platform (HRTCp) Targeting Adaptive Optics Control.

Request for Information for the design and development of a prototype real-time, high performance MIMO controller using CPU-based hardware over Ethernet.

The high-performance component of an Adaptive Optics controller is the “hard real-time core” (HRTC). In addition to its raw computing power (~1.4 TFLOPS), it has demanding memory bandwidth and I/O requirements, in excess of 48Gbps.

This contract targets prototyping the HRTC using CPU-based technologies and standard software in order to achieve the performance requirements using COTS technology.

The successful bidder shall be adept with software development of real-time systems on the Intel CPU (e.g. Xeon and Xeon Phi).

Call for tender for the Inland Transport and Warehouse Services for ESO and ALMA goods in Chile.

The service includes:

·        Regular transport of goods, by truck between Santiago and II, IV and V Regions, delivering to all ESO sites;

·        Warehousing in Santiago and in Antofagasta cities;

·        Pick up of goods within Santiago and in the main harbours in Chile.

Preliminary Inquiry (PI) to identify and select companies that have interest and capabilities to provide the Facility Operations Support Services required by APEX Observatory, located at San Pedro de Atacama, Chile.

The scope of services includes

1.     car fleet maintenance and repair

168 27.02.2017 ALMA Road Maintenance Services at Alma Observatory

Preliminary Inquiry (PI) to identify and select companies that have interest and capabilities to provide the internal road maintenance services to the ALMA Observatory, located close to San Pedro de Atacama, Chile.

The total amount of Kms to maintain is 122Km., among which 45Kms are made of gravel and requires 90% of the maintenance tasks effort. The services include, but are not limited to: water drainage maintenance, base material supply/transportation/preparation (inside and outside ALMA), culverts maintenance, snow removal, road moistening, road surface replacement, road reshaping and operation of the ESO/ALMA equipment.

The contract should start from December 2017, for a period of 2 years with 3 options to be extended by 1 year.

167 23.02.2017 ALMA/PAO Service Contract for the Security Services at OSF and AOS in ALMA Observatory, at Paranal Observatory and at ESO Premises in Vitacura.

Call for Tender for the Security Services at the ALMA Observatory, located 18 km from San Pedro de Atacama, at the ESO Paranal Observatory, located 130 km south of Antofagasta, and at ESO Premises located at Vitacura, in Chile.

For ALMA the scope of the services primarily covers a 24 hr/day access control at the main entrance on the public road CH23, the base camp buildings and main access gate to the high site, and at buildings and secondary access to the ALMA high site (at 5,000 meters above sea level).

For Paranal, the scope of the services primarily includes a 24 hr/day access control and a 12hr/night shift patrol on the Observatory site.

For Vitacura, the scope of the services includes a 24 hr/day access control at the Entrance Gate.

The services dedicated to ALMA and Paranal shall start on 1st December 2017 for a period of 36 months with options to extend it by up to more 24 months.

The services dedicated to Vitacura shall start on 1st February 2018 for a period of 34 months with options to extend it by up to more 24 months.

166 22.02.2017 LPO Service Contract for the development and implementation of an Information & Knowledge Management (IKM) program at the La Silla Paranal Observatory (LPO)

Request for information (RFI) to identify consulting companies that are interested in and capable of developing and implementing the Information & Knowledge Management program for the Paranal Observatory, located 130 km south of Antofagasta in Chile.

The project consists in the:

·        development of the program;

·        development of the tools;

·        implementation of program and tools;

·        training on best practices, processes and tools.

165 03.02.2017 DOE Provision of System and Storage hardware and maintenance support

ESO is preparing the procurement of the storage expansion nodes for the VLT and EU ARC Science archive and the maintenance of these nodes in addition to the existing archive infrastructure.

The existing archive infrastructure is a mix of 84 x86 based Chenbro and Supermicro enclosures each containing up to 24 disks of differing capacities that are split into three clusters: two clusters for the ESO VLT archive (75 nodes) and one for the EU-ARC (9 nodes).  The current capacity of the infrastructure is over 1.5 PB.  It is planned to migrate all Chenbro enclosures to Supermicro by the end of 2017. Future storage systems have not yet been defined, but it is envisaged that they will follow similar trend.

ESO intends to issue a price Inquiry/Call for Tender for the procurement of System and Storage hardware and maintenance support in Q2/Q3 2017. The Contract is expected to be awarded in Q4 2017.

Service Contract for the repairs of the asphalt road and for the construction of a parking area at the Paranal Observatory

Call for tender for the repairs, over 1 km, of the asphalt road existing between the Paranal camp and the Telescope area and for the construction of a parking area in the Paranal camp.

The scope of work for the road repairs includes the sealing of cracks and the installation of a PVC mesh and of a new asphalt carpet.

The scope of work for the parking construction includes rock excavation, the construction of a retaining wall and laying of an asphalt pavement.

The purpose of this Price Inquiry is to procure consultancy services for support services for the set-up and maintenance of a quality assurance infrastructure.

The tasks are defined for one (1) specialist for the following activities:

Integration and adaptation of the version control, issue management, documentation management, continuous integration, model management, automated inspection and code review systems. The following skills are required: Java, XSLT, Unix programming (scripting languages), Maven, Gradle, Puppet, and user level knowledge of Eclipse or IntelliJ. The following experience is desirable: SVN administration, JIRA administration, Jenkins administration, Web development with Grails, usage of UML descriptive models, testing, DOORS usage.

141 06.05.2016 DOP Video Surveillance for the ALMA Array Operation Site (AOS) at the Chajnantor Plateau

The purpose of this Call for tender is to procure a video surveillance system covering (most of) the area where the ALMA Array is located at the Chajnantor Plateau at 5000m in the Andean Region close to San Pedro de Atacama. The area is approximately a 10km radius circle centered on the AOS Central Cluster. The system will operate 24x7 and shall cover also night surveillance for selected accesses.

The scope of work includes the provision and installation of video cameras, archiving and image analysis software, maintenance and training. Depending on the position of the cameras there may be the need also to provide civil work and fiber and power installation.

11.11.2015 DOP/ELT Request for Information for the E-ELT M1 Segment Washing and Coating

A Preliminary Inquiry (PI) covering the procurement of the M1 (Primary Mirror) segments washing, stripping and coating plant for the European Extremely Large Telescope (E-ELT) will be issued in Q3 2016.

The M1 segment washing and coating facility will consist of a washing stripping unit with associated handling system and a coating plant, and will be located in the Paranal Observatory premises in Chile, 130 km south of Antofagasta.

The purpose of the PI is to identify and select companies that have interest and the capabilities to deliver a complete solution for the above activities (design, delivery and installation of the equipment).

129 11.11.2015 DOP/PMD E-ELT In-situ Cleaning System for M1 Segments The European Southern Observatory (ESO) is investigating if suitable methods for an in-situ cleaning of the M1 segments for the European Extremely Large Telescope (E-ELT) exist. In-situ meaning without dismounting the segments form the telescope. ESO is looking for companies, having promising hardware and processes capable of doing this, with any available technology.

112 03.03.2015 DOP/ELT Request for Information for the supply of the E-ELT M3 Mirror Design and Manufacturing

A Request for information (RFI) covering the design and manufacturing of the E-ELT Tertiary Mirror (M3) will be issued in Q2 2015.

The E-ELT M3 Mirror is a 4-m diameter F/2.6 slightly aspheric concave mirror. It is made of low expansion glass or glass ceramic, has a meniscus shape, about 100-mm thick.

The M3 Mirror will be supported axially on a passive 18 points whiffletree and load spreaders, and laterally on 12 points along the mirror edge.

The RFI will cover:

·         The design of the M3 Mirror and of its support interfaces, its handling and transport auxiliary equipment,   its production and test tooling.

·         The procurement of the M3 Mirror support interfaces and auxiliary equipment, of the production and test tooling, and the setup of the production facilities.

·         The M3 Mirror manufacturing: Adhesive bonding of the mirror support interfaces, optical grinding and polishing, and testing of the M3 Mirror.

·         Acceptance testing of the M3 Mirror and its auxiliary equipment, packing, and delivery to ESO.

The mirror material substrate (The M3 Mirror Blank) will be procured by ESO, based on mutually agreed blank specifications.

The purpose of the RFI is to identify the companies and/or consortia that have interest and the capabilities to perform the above activities.

The scope of this Price Inquiry is to procure Mechanical Engineering consultancy services for the maintenance support of 25 ALMA antennas.

The scope of work which is expected to require 1 FTE contains the following tasks:

·        development of upgrades

·        follow-up of corrective maintenance

·        refurbishments of the mechanisms and structure of the 25 ALMA antennas.

The engineer providing the consultancy services should have extensive knowledge in Mechanical Engineering (University degree mandatory) with particular experience in hydraulics, steel and carbon fiber structures. Good knowledge of the English language is mandatory, knowledge of Spanish would be beneficial.

The consultancy services need to be performed at the ESO Headquarters in Garching near Munich, Germany.

Some missions to the ALMA Observatory at 3000m and 5000m above sea level are expected.

164 01.02.2017 ELT Request for information for the design, construction and supply of the PFS-A Main System.

Request for information (RFI) to identify companies and/or consortia that are interested in and capable of developing, building and testing the Prefocal Station A Main System of the ELT.

The Prefocal Station A Main System, is an approximately 30 tonne high-precision opto-mechanical device, that will be installed by ESO on one of the Nasmyth Platforms of the ELT telescope. It will occupy a volume of about 5m (width) x 4,75 m (depth) x 13,5 m (height).

The major functions of the Prefocal Station Main System are to:

·        Provide optical beam propagation from the telescope to the Nasmyth Instrumentation, Coudè Instrumentation, Phasing and Diagnostics station.

·        Deliver focal plane and telescope pupil images to imaging and wavefront sensing cameras hosted in the PFS-A Main System using natural guide stars. These images will be used for field acquisition, field stabilization and wavefront control of the telescope.

The Prefocal Station A Main System includes the following main elements:

·        A large mechanical welded supporting structure

·        Two optically flat elliptical mirrors made of low thermal expansion glass ceramic (approximately 1597mm TBCx1111mm TBC and 527mmx383 mm) along with their cells and kinematics

·        A natural guide star adapter hosting three scanning sensor arms and the kinematics required to move them independently. Each sensor arm comprises a flat pickoff mirror and optical systems that form an image of a natural guide star and a corresponding telescope pupil image at the interfaces with the imaging camera and wavefront sensing camera respectively

·        Local control system

The Prefocal Station A Main System also hosts several other subsystems of Prefocal Station A: imaging camera, wavefront sensing camera, metrology, phasing and diagnostic station. The hosted subsystems are not in the scope of supply of the PFS-A Main System.

The potential supplier shall perform the following activities at his own premises: design, analyse, fabricate, assemble, verify and test the Prefocal Station A Main System. Upon successful acceptance granted by ESO, the supplier shall dismount the Prefocal Station A Main System and pack it ready for shipment to Cerro Armazones in Chile.

161 28.11.2016 DOO Service contract for the maintenance of the VLT and VLTI Software infrastructure

The purpose of this Call for Tender/Price Inquiry is to procure consultancy services for the maintenance of the VLT and VLTI Common Software Infrastructure. The scope of work includes corrective, preventive and adaptive maintenance, for the coming 3 years with an option for an extension of up to two years, of the VLT and VLTI Common Software infrastructure which is now deployed at the La Silla Paranal Observatory since 20 years.

Senior-level skills in programming C, C++ in a Linux environment are mandatory. Real time programming under VxWorks is also required. Expertise in modern astronomical interferometry is a must for the maintenance of the VLTI infrastructure, as well as a deep knowledge of Tcl/Tk.

The effort is expected to represent 2.5 FTEs over 3 years with an option for an extension of up to two years. The contract is expected to start on 1 July 2017.

The project consists in the urbanization of an area located North of PAO base camp. On this new urban area (surface ca. 4500 m2) is projected the construction of 2 buildings that will lodge:

Call for tender for the detailed design, supply and installation of a dynamic barrier at the foot of the NW dump of the Armazones Top Platform. The barrier is aimed at protecting from rock-fall phenomena the road section between km 23,400 and km 23,700.

The preliminary features of the barrier to be designed, supplied and installed are the following:

The purpose of this Call for tender is to establish a frame contract for the supply and the maintenance of network and video conferencing components installed in all the ESO sites in Chile.

The existing equipment are CISCO but the new frame contract may include additional brands at the level of CISCO technologies.

The Contractor shall provide emergency services in the following ESO sites:

- Paranal Observatory, located 130 km south-east of Antofagasta at an altitude of 2600m above the sea level,

- La Silla Observatory, located 160 km north of La Serena at an altitude of 2400m above the sea level.

The Department is responsible, amongst others, for providing the commuting, board & lodging services to all Paranal staff, visiting Astronomers, contractors’ personnel and other VIP and media visitors.

150 29.07.2016 DOO Liquid Nitrogen Supply for Paranal Observatory Call for tender for the supply of Liquid Nitrogen (LN2) for the Paranal Observatory, located at 2600 m. above sea level, 130 km. south-east of Antofagasta, in the IInd Region of Chile.

The scope of work includes the supply of LN2 and the installation of a cryogenic station and its removal at the end of the contract.

147 10.05.2016 E-ELT Design and Development of the Core Integration Infrastructure (CII) for the E-ELT

Call for tender for the design and development of the Core Integration Infrastructure (CII) and notice to identify companies who have interest and capabilities to carry-out this software contract.

The CII product is a central component of the E-ELT Control System, responsible for the abstraction of communication middleware and provision of core control system services such as logging, alarms, messaging, configuration, time and so forth. The CII will provide the foundation upon which the E-ELT Telescope and Instrument control system applications will be built and integrated.

The CII development contract will entail design and software development of the CII product over an approximate time frame of three years. The software development targets Linux and Linux-RT, primarily in C/C++, Java and Python.

The contract represents 3-4 FTE per year for a period of ca. three years. The contract is expected to start ca. in June 2017.

The purpose of this Price Inquiry is to procure consultancy services for the development and maintenance of ELT and VLT Dataflow Software.

The tasks are defined for one (1) specialist for the following activities:

Development and maintenance of software applications and services supporting the operational and scientific requirements of the ELT and VLT dataflow. In addition to the core SW development, the assigned tasks require requirements analysis in periodic interaction with project scientists, test automation, software integration, deployment and end-user support.

Senior-level skills in programming Java, relational databases (SQL), Linux (command line, shell scripting) and Object-Relational Mapping are mandatory. Significant experience in client- and server-side dynamic web development is required (preferably Grails and Angular 1/2). Experience with big data technologies (Hadoop, Elastic Search, NoSQL) would be a strong asset.

The effort is expected to represent 1 FTE over three years, with an option for an extension of up to two years. The contract is expected to start on 1 January 2017.

Call for tender for a detailed Ground Investigation Structural Study and notice to identify companies who have interest and with capabilities to provide the detailed ground investigation structural study for the proposed construction of the Cherenkov Telescope Array (CTA) southern telescope array. The area of study is close to and in the valley below the ESO Paranal Observatory, located 130 km south of Antofagasta, Chile.  The investigation area will be approximately 3 x 3 km and will eventually host 99 unenclosed telescopes of various sizes (from 4m to 23m diameter) and approximately 5 building structures ranging in size from small water tanks to large technical/operations buildings.

The Detailed Ground Investigation Structural Study will cover the following activities:

a. Structural geological cell mapping

b. Drilling/boreholes

c. Trial pits and excavations

d. Geophysical sections

e. Laboratory test data

f. Analysis and Reporting

The European Southern Observatory (ESO) is preparing the procurement of the M1 Position Actuators for the European Extremely Large Telescope (E-ELT).

The M1 Position Actuators are the sub-units that drive the position of the E-ELT Primary Mirror Segments, in real time and to a few nanometers precision, to maintain the mirror optical quality under changing telescope elevation and changing environment conditions.

They include all equipment specifically required to operate and maintain the subunits, i.e. drive and control equipment.
