The Contract will cover the delivery of gases to the Operational Site Facilities of ALMA, located at 2,900 masl.

Request for information (RFI) to identify consulting companies that are interested in and capable of providing software maintenance and development support for the Paranal Observatory site, located 130 km south of Antofagasta in Chile.

The technological platform is Linux based, main programming languages used are C/C++ and TCL/Tk. The development framework used is proprietary, written in the aforementioned languages.

The services to be outsourced consist in:

·              On call 24/7 technical software support for the observatory operations;

·              Solving software problems reported by the observatory users;

·              Software application development;

·              Software application support;

·              Deployment support for the new release of middleware software used at the observatory;

·              Software integration and deployment support for the new control systems provided by consortiums.

The RFI is expected to be issued in May 2018 to potential suppliers in Chile, and based on its outcome the RFI will be followed by a Call for tender that is scheduled to be released in July 2018.

207 26.03.2018 DOP/ELT Design, Production, Verification and Delivery of the M1 Segment Assembly Manipulator and Design, Prototyping, Production, Verification of the M1 Local Optical Phasing Sensor of the ELT

Request for information (RFI) covering:

1)    the Design, Production, Verification and Delivery of the M1 Segment Assembly Manipulator.

2)    the Design, Prototyping, Production, Verification of the Local Optical Phasing Sensor used for the alignment (Phasing) of the segments within the M1. The Local Optical Phasing Sensor is interfaced onto the M1 Segment Assembly Manipulator.

The M1 Segment Assembly Manipulator is the tool used to extract and integrate the M1 Segment Assembly within the M1. The Segment Assemblies are extracted from above the optical surface.

The M1 Segment Assembly Manipulator is connected to the M1 Bridge and moved to the desired segment or parking position by the bridge. The M1 Segment Assembly Manipulator is controlled from a terminal implemented close to the telescope.

The communication protocol between the Local Control System of the M1 Segment Assembly Manipulator and the Local Control System of the bridge will be defined in the specification.

A non-contact optical metrology tool called the Local Optical Phasing Sensor is interfaced to the M1 Segment Assembly Manipulator to measure the phase difference between the re-integrated segment and its surrounding segments or to verify the relative phasing between any segment. It provides this information to the M1 Control System.

The Local Optical Phasing Sensor is composed of 6 optical heads allowing to measure the 6 borders or corners of the segment respective to the others with nanometer accuracy. The measurement is made up to 1m from the surface of the segments.

Capabilities required by the companies:

·      The Segment Assembly Manipulator: mechanics, mechatronics, automation engineering, industrial handling.

·      The Local Optical Phasing Sensor: opto-mechanics, photonics, metrology, non-contact nanometer accuracy optical sensing in industrial environment.

The purpose of the RFI is to identify companies and/or consortia within ESO Member States (+ Chile) being interested in and having the expertise required either for both the manipulator and phasing sensor, or for only one of them.

Based on the outcome of the RFI and of the interest shown by the industry, ESO may decide to issue in Q3/2018 a single Call for tender covering both procurements or separate ones.

DOO/DOE Provision of Storage Hardware and Maintenance Support

ESO is preparing the procurement of a storage area network node for the replacement of an existing node that is approaching end of life and support.

ESO currently employs a dual storage node approach for the ESO Storage Area Network (SAN) solution, for the storage of information and data that is outside of the scope of the ESO Scientific Archive.   Each SAN node has a raw capacity of approximately 600 TB and they are deployed typically 2-3 years apart from each other.   The workload of the SAN nodes is that of directly attached RDBMS and Virtual Machines; and mounted file systems for the storage of project related work.

ESO intends to issue a Tender procedure for the procurement of System and Storage hardware and maintenance support in Q2/Q3 2018 to interested bidders in the ESO Member States. The Contract is expected to be awarded in Q4 2018.

Assembly (WCA) for ALMA Band 2 Receiver

This Request for Information relates to the supply of the Warm Cartridge Assembly (WCA) for ALMA Band 2 receiver.

The scope of this procurement consists in the detailed design and fabrication of the 73 WCA units, as part of ALMA Band 2 receivers, to be built and installed in ALMA observatory during 2019-2023.

Each WCA is a 67-116 GHz room temperature sideband separating (2SB) receiver which consists of a phase locked to an external reference Local Oscillator (LO) chain, 2SB mixers, and Intermediate frequency (IF) amplifiers.

Competitive procurement to identify companies and/or consortia that are interested in and capable of developing, building and testing the M5 Cell of the ELT.

The M5 Cell is part of the M5 Unit, whose role is to reject residual image motion beyond the correction capability of the telescope drives, down to a tolerance of a few tens of milli-arcsec accuracy, within a 10 Hz bandwidth.   

The M5 Cell is composed of the M5 Cell Structure and the M5 Tip-tilt stage. The M5 Cell Structure provides a rigid interface between the telescope structure and the tip-tilt stage.

The tip-tilt stage is composed of a base frame and three tip-tilt actuators. The tip-tilt stage interfaces with the M5 Mirror Assembly (made of the mirror with its mounting fixtures).

The M5 Cell will be delivered with its Local Control System controlling the actuators and interfacing with the telescope Central Control System.

The potential supplier shall perform the following activities at his own premises: design, analyse, fabricate, assemble, and verify the M5 Cell and its Local Control System. Upon successful acceptance by ESO, the supplier shall dismount the M5 Cell and pack it ready for shipment to Cerro Armazones in Chile.

201 26.01.2018 DOP/ELT Preliminary Inquiry for the washing, stripping, handling and quality control process and equipment for the ELT primary mirror (M1) segment assemblies.

Preliminary Inquiry (PI) to identify and select companies interested in and capable of designing, manufacturing and installing the plant performing the following operations on the ELT M1 segment assemblies:

-  washing of the old mirror coating

-  stripping process to remove the old coating;

-  washing and drying of the optical surface;

-  a quality control of the cleaned optical surface.

The scope of this “WS plant” project also includes the necessary handling unit to move the segment assemblies between the different stations.

The plant will be installed by the selected contractor at the ESO Paranal Observatory in Chile, 130 km south of Antofagasta city.

The presently foreseen baseline stripping technology is by chemical etching of the 4-layers coating, but ESO is open to receive alternatives solutions if they are sufficiently mature and compatible with ESO’s requirements and schedule.

The PI will be released to potential suppliers in the ESO Members States and Chile and will be followed by a Call for tender in Q4/2018.

The contract is expected to be awarded in Q2/2019.

The Contract will cover the activities associated with the handling of domestic garbage, non-dangerous industrial garbage, dangerous industrial garbage and liquid waste.

The scope of the services required for each activity includes:

-        the supply of the containers for garbage storage;

-        the removal and transport of the garbage from ALMA storing area using certified equipment;

-        the disposal of garbage and waste material into a certified final destination.

193 26.09.2017 DOP Manufacture, Verification and Delivery of Adaptive Optics Wavefront Sensing Cameras for the Extremely Large Telescope (ELT)

A Request for information (RFI) covering the Manufacture, Verification and Delivery of different types of Wavefront Sensing Cameras for the ELT will be issued in Q4 2017.

These cameras will be used for a variety Adaptive Optics applications at the ELT both for the telescope and its instrumentation.

The cameras consist of the detector and its mount, read-out Front-End board, Main Control board, Power Regulator board, Peltier Controller/Cryostat, main structure and cooling system.

The detectors types will be electron multiplying CCD, CMOS and infrared eAPD and they will be supplied by ESO.

These cameras will be developed in house by ESO up to prototype level, after which the contract(s) will be placed by ESO for their production.

The purpose of the RFI is to identify the companies that have an interest and the capabilities to perform the above contract(s), to receive ROM (rough order of magnitude) prices for the above activities and to take into account, during the ESO development phase, the companies’ industrial constraints applicable to the production phase.

Based on the outcome of the RFI, issued to potential suppliers in the ESO Member States, Brasil and Chile, ESO is planning to release the corresponding Preliminary Inquiry and Call for tender in Q4 2018, with the aim to award the contract in Q4 2019

190 31.08.2017 DOE Consultancy contract for the development of telescope control software.

The scope of this Price Inquiry is to procure consultancy services for the development of telescope control software.

The scope of work which is expected to require 1 FTE includes the delivery of: the development of software for controlling the primary 39 meter segmented mirror of the future ELT telescope and the creation of the control software for an ELT optical test facility.

The development will be supported by  ESO staff, using an agile process with roughly two months iteration cycles. It covers mainly design, implementation, and testing activities.

The focus of this consultancy is on Linux-based near real-time control system and network technologies, especially C++ development, with high-performance requirements for software and IP communication.

Mandatory experience for the consultancy:

-      Minimum five years of professional experience in software development, covering analysis, design, implementa­tion, testing, documentation, main­tenance.

-      Highly proficient with (soft) real-time control software and with low-latency communication in a distributed system, preferably Linux RT (preempt).

-      Excellent command of C++ or alter­natively strong C++ but excellent C.

-      Strong command of Python.

-      Experience with working in a software development team, with (unit) testing, and with software engineering practices like version control including the related tooling.

-      Excellent command of spoken and written English.

-      The contractor is expected to fully perform the entrusted work at ESO premises (mainly Garching and missions to Chile observatories).

The requested effort represents 1 FTE per year for a period of three years. The contract is expected to start in Q1, 2018.

Design, Manufacture and Delivery of the ELT M4 Cooling Infrastructure.

ESO is investigating the market for companies capable of designing, manufacturing and delivering the Cooling Infrastructure of the ELT Quarternary Mirror (M4). This mirror is an adaptive one, which includes a thermal control feature. This feature is based on a refrigerant single mechanical compression cycle, in which the M4 contains the evaporator unit.

The expected deliverables include the design and manufacturing of two compressor/ condenser units (CCU) with their controllers, test and integration in Europe, support to the pre-integration in Chile, commissioning on the Telescope, spare parts and special tools set, as well as a complete specification of the pipe work.

Optionally the scope of work may extend to the delivery, installation and commissioning of the pipework between the two CCUs and the M4 (around 400m pipe network).

A Request for Information is scheduled for release in Q3/2017.

The scope of this Price Inquiry is to procure software consultancy services for the development and  deployment of current VLT Interferometer Control Software including the Interferometer Supervisor Software.

·        Development of ISS to support GRAVITY instrument commissioning and pre-operation for specific mode as for example the astrometry in 2018.

The Consultancy Contract is for 3 years with an option to extend the contract by up to 1 year. The consultancy services are expected to start on 01 January 2018, in addition to a hand-over period starting on 01 October 2017.

This Request for Information relates to the supply contract for the 138 (+spares) M1 Electronics Cabinets.

The 798 mirror segments of the ELT Primary Mirror are actively controlled to maintain their relative position. The control system required to coordinate this positioning requires electronics, communication and cooling infrastructure housed in a distributed array of electronics cabinets (M1 Electronics Cabinets) in the back structure of the primary mirror.

The majority of cabinets are closed 800x800x800mm (h x w x d) in size housing electronics, power supplies and heat exchangers.

The supplier shall take ownership of the existing advanced conceptual design of the cabinets, industrialize the design maintaining the performance and interface requirements and elaborate as needed for manufacturing.

The contractor shall deliver (Ex Works) all cabinets as assembled and verified units containing all internal equipment, electronics, cooling elements and interfaces for mounting and connection to infrastructure (power, data, cooling).

The purpose of this Price Inquiry is to procure consultancy services for support services for the set-up and maintenance of a quality assurance infrastructure.

The tasks are defined for one (1) specialist for the following activities:

Integration and adaptation of the version control, issue management, documentation management, continuous integration, model management, automated inspection and code review systems. The following skills are required: Java, XSLT, Unix programming (scripting languages), Maven, Gradle, Puppet, and user level knowledge of Eclipse or IntelliJ. The following experience is desirable: SVN administration, JIRA administration, Jenkins administration, Web development with Grails, usage of UML descriptive models, testing, DOORS usage.

141 06.05.2016 DOP Video Surveillance for the ALMA Array Operation Site (AOS) at the Chajnantor Plateau

The purpose of this Call for tender is to procure a video surveillance system covering (most of) the area where the ALMA Array is located at the Chajnantor Plateau at 5000m in the Andean Region close to San Pedro de Atacama. The area is approximately a 10km radius circle centered on the AOS Central Cluster. The system will operate 24x7 and shall cover also night surveillance for selected accesses.

The scope of work includes the provision and installation of video cameras, archiving and image analysis software, maintenance and training. Depending on the position of the cameras there may be the need also to provide civil work and fiber and power installation.

The scope of this Price Inquiry is to procure the design, manufacture, assembly, and certification of a handling tool.

This tool is intended to support and transport the ERIS Instrumentation System over short distances, and then lift and provide fine positioning during the integration with either the Very Large Telescope (VLT) or a telescope simulator.

The handling tool will be used during initial testing in Europe and then inside the VLT enclosure at Paranal in Chile during initial integration and subsequent maintenance activities.

The scope of work includes the following tasks:

-         The design the handling tool in accordance with the technical requirements.

-         The manufacture and assembly of the handling tool

-         To provide all necessary certification and documentation.

-         Delivery of the handling tool to ESO headquarters.

Some very basic information regarding the handling tool is as follows:

-         The ERIS instrument to be handled is approximately 3 tonnes

-         The handling tool shall be capable of lifting the ERIS instrument by a minimum height of 600mm.

-         The handling tool itself shall remain with a volume measuring approximately 3184x2900x450mm when in its lowered configuration

The contractor providing the services should have prior experience in the design, manufacture, and certification of specialized lifting and handling equipment.

The contract shall last 6 months, the contract is expected to start in August 2018.

211 19.04.2018 DOO Overhaul of the 8-meter Coater Control System at Paranal Observatory

Call for tender for the overhaul of the 8-meter coater control system at Paranal Observatory, located 130km south of Antofagasta in northern Chile.

The current control system is based on Siemens S5 technology, now obsolete. The main control system controls the overall sputtering process dealing with rough and high vacuum (rotatory, booster and cryo pumps), cold trap and cryo shields (liquid and gas nitrogen installation), cooling system, glow discharge cleaning and sputtering (mainly power supplies control), air/argon injection and venting.

The scope of this service contract includes:

  • the design of a new control system architecture for the 8-meter coater, based on Siemens S7 technology;
  • the installation and commissioning of the approved architecture;
  • the replacement of Sinumerik control used for the in-vacuum one-axis rotation and of the Siemens S5 PLC used for the control of a cart displacement and a lifting function of the vacuum vessel;
  • the design and implementation of a new operator interface for the full control of the plant.  

The contract to be awarded may also include the procurement of Siemens equipment in line with the approved design. The decision to exercise this option will be taken before the contract award, based on the commercial conditions proposed by the bidders.

208 09.04.2018 DOP/ELT Technical Inspection Services of the ETF Construction based at the Paranal Observatory (PAO).

The scope of this Price Inquiry (PI) is to procure technical inspection services during the construction of the ETF (ELT Technical Facility), located at the Paranal Observatory, 120 km south of Antofagasta, in Chile.

The scope of work contains the following tasks:

A.     Check, during the development of the detailed engineering, that the projected works technically comply with the requirements expressed by ESO in the basic engineering delivered to the EPC contractor.

B.     Review, during the construction phase, the compliance with the technical and schedule requirements and the quality of the works, based on the EPC Contractor's quality plan and on an accurate record keeping.

C.     Ensure that any modification to the projected works is authorized by the ESO Construction Project Management.

D.     Make sure that the contractor and its sub-contractors deliver the As-Built drawings of the project.

The contractor providing the services should have previous experience in provision of technical inspection services in remote places.

The services need to be performed mainly at the Paranal site.

The contract performance shall last 15 months, period to be extended only in case the construction schedule suffers delays.

The technical inspection services are expected to start in May 2018.

The PI is scheduled to be released in April 2018 to potential suppliers in Chile.

The scope of this Call for tender is to contract software development and testing services for the dataflow software for ESO Observatories, including an option for the ALMA Observatory.

The scope of work includes the development of front-end and back-end dataflow software for the ESO observatories. It covers mainly design, implementation, and testing of operational dataflow applications.

ESO is preparing the procurement of the storage expansion nodes for the VLT and EU ARC Science archive and the maintenance of these nodes in addition to the existing archive infrastructure.

The existing archive infrastructure is a mix of 84 x86 based Chenbro and Supermicro enclosures each containing up to 24 disks of differing capacities that are split into three clusters: two clusters for the ESO VLT archive (75 nodes) and one for the EU-ARC (9 nodes).  The current capacity of the infrastructure is over 1.5 PB.  It is planned to migrate all Chenbro enclosures to Supermicro by the end of 2017. Future storage systems have not yet been defined, but it is envisaged that they will follow similar trend.

The Prefocal Station A Main System, is an approximately 30 tonne high-precision opto-mechanical device, that will be installed by ESO on one of the Nasmyth Platforms of the ELT telescope. It will occupy a volume of about 5m (width) x 4,75 m (depth) x 13,5 m (height).

The major functions of the Prefocal Station Main System are to:

·        Provide optical beam propagation from the telescope to the Nasmyth Instrumentation, Coudè Instrumentation, Phasing and Diagnostics station.

·        Deliver focal plane and telescope pupil images to imaging and wavefront sensing cameras hosted in the PFS-A Main System using natural guide stars. These images will be used for field acquisition, field stabilization and wavefront control of the telescope.

The Prefocal Station A Main System includes the following main elements:

·        A large mechanical welded supporting structure

·        Two optically flat elliptical mirrors made of low thermal expansion glass ceramic (approximately 1597mm TBCx1111mm TBC and 527mmx383 mm) along with their cells and kinematics

·        A natural guide star adapter hosting three scanning sensor arms and the kinematics required to move them independently. Each sensor arm comprises a flat pickoff mirror and optical systems that form an image of a natural guide star and a corresponding telescope pupil image at the interfaces with the imaging camera and wavefront sensing camera respectively

·        Local control system

The Prefocal Station A Main System also hosts several other subsystems of Prefocal Station A: imaging camera, wavefront sensing camera, metrology, phasing and diagnostic station. The hosted subsystems are not in the scope of supply of the PFS-A Main System.

The potential supplier shall perform the following activities at his own premises: design, analyse, fabricate, assemble, verify and test the Prefocal Station A Main System. Upon successful acceptance granted by ESO, the supplier shall dismount the Prefocal Station A Main System and pack it ready for shipment to Cerro Armazones in Chile.

Request for information (RFI) to identify companies that are interested in, and capable of, providing an effective Electronic Document Management System for the ALMA Observatory.

The system shall comply with technical requirements such as document creation properties, revision control, powerful search engine, privilege restrictions, and workflow production.

The RFI is scheduled to be issued in Q3/2016 to potential suppliers in ESO Member States, Brazil and Chile.

Based on the outcome of the RFI, ESO is planning to release a Preliminary Inquiry in Q4/2016, which will be followed by a Call for tender planned to be released in Q1/2017.

DOP/ELT ELT M1 Segment Assemblies Coating Plant

A Call for tender for the supply of the Coating plant of the M1 (Primary Mirror) segment assemblies of the Extremely Large Telescope (ELT) will be issued in Q4 2017.

The contract will cover the design, manufacture, testing at the contractor’s facilities, transport to Paranal, Chile, on-site assembly in a building constructed by ESO, verification of the coating plant and associated quality control of the coating.

The Call for tender (CFT) is expected to be released in Q4/2017 to potential suppliers in the ESO Member States, Brazil and Chile

The contract is expected to be awarded in Q3/2018.

112 03.03.2015 DOP/ELT Request for Information for the supply of the E-ELT M3 Mirror Design and Manufacturing

A Request for information (RFI) covering the design and manufacturing of the E-ELT Tertiary Mirror (M3) will be issued in Q2 2015.

The E-ELT M3 Mirror is a 4-m diameter F/2.6 slightly aspheric concave mirror. It is made of low expansion glass or glass ceramic, has a meniscus shape, about 100-mm thick.

The M3 Mirror will be supported axially on a passive 18 points whiffletree and load spreaders, and laterally on 12 points along the mirror edge.

The RFI will cover:

·         The design of the M3 Mirror and of its support interfaces, its handling and transport auxiliary equipment,   its production and test tooling.

·         The procurement of the M3 Mirror support interfaces and auxiliary equipment, of the production and test tooling, and the setup of the production facilities.

·         The M3 Mirror manufacturing: Adhesive bonding of the mirror support interfaces, optical grinding and polishing, and testing of the M3 Mirror.

·         Acceptance testing of the M3 Mirror and its auxiliary equipment, packing, and delivery to ESO.

The mirror material substrate (The M3 Mirror Blank) will be procured by ESO, based on mutually agreed blank specifications.

The purpose of the RFI is to identify the companies and/or consortia that have interest and the capabilities to perform the above activities.

The contract is expected to be awarded in 2016.

Based on the outcome of the RFI, issued to potential suppliers in ESO Member States, Poland, Chile and Brazil, ESO is planning to release the corresponding Call for Tender in Q4 2015.
