IT Communication Services for ALMA Sites

Call for Tender for the provision of the following key communication services:

- High speed direct Internet access at ALMA Central Office (SCO) in Santiago and ALMA Operation Support Facility (OSF) near to San Pedro de Atacama;

- Access to Public Telephone network (SIP Trunk) from ALMA sites (SCO, OSF);

- Secondary dedicated link between OSF and SCO to allow data transport (science, operations) and IT services (email, videoconference, etc.).             

Services will be provided on a “turnkey” basis for every component of the solution, which considers: provision, installation, configuration and testing of the required components, as well as the support service (call center 7x24x365), corrective maintenance (repairs and maintenance of the devices) for each service.

The Service Contract shall start on 01.02.2017 after the proper installation of the required components and shall consider a firm period of 3 years with the option to extend it for 2 more years.

148 13.05.2016 DOO Air Rescue and  Evacuation Services for Paranal, La Silla and APEX Observatories

The purpose of this Call for tender is to provide services for medical emergency evacuation by air for the ESO Observatories premises in Chile.

The scope of work includes the availability of helicopter rescue with a doctor and transfer to a hospital for further treatment, from the following sites:

-   Paranal Observatory, located 130 km south-east of Antofagasta at an altitude of 2600 metres,

-   La Silla Observatory, located 160 km north of La Serena at an altitude of 2400 metres,

-   The APEX Observatory, located nearby San Pedro de Atacama. The APEX Sequitor Base is at an altitude of 2500 metres and the operation site at an altitude of 5100 metres.

The above list of sites might be extended to include other ESO sites in the north of Chile.

The proposed contract shall start on 1 January 2017, for a period of 3 years, with options to extend by up to 2 more years.

147 10.05.2016 E-ELT Design and Development of the Core Integration Infrastructure (CII) for the E-ELT

Call for tender for the design and development of the Core Integration Infrastructure (CII) and notice to identify companies who have interest and capabilities to carry-out this software contract.

The CII product is a central component of the E-ELT Control System, responsible for the abstraction of communication middleware and provision of core control system services such as logging, alarms, messaging, configuration, time and so forth. The CII will provide the foundation upon which the E-ELT Telescope and Instrument control system applications will be built and integrated.

The CII development contract will entail design and software development of the CII product over an approximate time frame of three years. The software development targets Linux and Linux-RT, primarily in C/C++, Java and Python.

The contract represents 3-4 FTE per year for a period of ca. three years. The contract is expected to start ca. in June 2017.

146 10.05.2016 DOE Service Contract for the Development and Maintenance of ELT and VLT Dataflow Software

The purpose of this Price Inquiry is to procure consultancy services for the development and maintenance of ELT and VLT Dataflow Software.

The tasks are defined for one (1) specialist for the following activities:

Development and maintenance of software applications and services supporting the operational and scientific requirements of the ELT and VLT dataflow. In addition to the core SW development, the assigned tasks require requirements analysis in periodic interaction with project scientists, test automation, software integration, deployment and end-user support.

Senior-level skills in programming Java, relational databases (SQL), Linux (command line, shell scripting) and Object-Relational Mapping are mandatory. Significant experience in client- and server-side dynamic web development is required (preferably Grails and Angular 1/2). Experience with big data technologies (Hadoop, Elastic Search, NoSQL) would be a strong asset.

The effort is expected to represent 1 FTE over three years, with an option for an extension of up to two years. The contract is expected to start on 1 January 2017.

The purpose of this Price Inquiry is to procure consultancy services for support services for the set-up and maintenance of a quality assurance infrastructure.

The tasks are defined for one (1) specialist for the following activities:

Integration and adaptation of the version control, issue management, documentation management, continuous integration, model management, automated inspection and code review systems. The following skills are required: Java, XSLT, Unix programming (scripting languages), Maven, Gradle, Puppet, and user level knowledge of Eclipse or IntelliJ. The following experience is desirable: SVN administration, JIRA administration, Jenkins administration, Web development with Grails, usage of UML descriptive models, testing, DOORS usage.

The purpose of this Price Inquiry is to procure consultancy services for the development, deployment, and maintenance of VLT Pipelines.

The tasks are defined for one (1) specialist for the following activities:

Preparation of data reduction procedures for the ESO VLT pipelines, and the implementation of these parts in the Linux and OSX environments using ANSI-C with the ESO-CPL library; development of Reflex scientific workflows in ANSI-C and Python. (www.eso.org/pipelines).

06.05.2016 DOP Video Surveillance for the ALMA Array Operation Site (AOS) at the Chajnantor Plateau

The purpose of this Call for tender is to procure a video surveillance system covering (most of) the area where the ALMA Array is located at the Chajnantor Plateau at 5000m in the Andean Region close to San Pedro de Atacama. The area is approximately a 10km radius circle centered on the AOS Central Cluster. The system will operate 24x7 and shall cover also night surveillance for selected accesses.

The scope of work includes the provision and installation of video cameras, archiving and image analysis software, maintenance and training. Depending on the position of the cameras there may be the need also to provide civil work and fiber and power installation.

140 21.04.2016 CTA Detailed Ground Investigation Structural Study – CTA southern array, Chile

Call for tender for a detailed Ground Investigation Structural Study and notice to identify companies who have interest and with capabilities to provide the detailed ground investigation structural study for the proposed construction of the Cherenkov Telescope Array (CTA) southern telescope array. The area of study is close to and in the valley below the ESO Paranal Observatory, located 130 km south of Antofagasta, Chile.  The investigation area will be approximately 3 x 3 km and will eventually host 99 unenclosed telescopes of various sizes (from 4m to 23m diameter) and approximately 5 building structures ranging in size from small water tanks to large technical/operations buildings.

The Detailed Ground Investigation Structural Study will cover the following activities:

a. Structural geological cell mapping

b. Drilling/boreholes

c. Trial pits and excavations

d. Geophysical sections

e. Laboratory test data

f. Analysis and Reporting

The study is expected to be awarded late 2016 or early 2017.

139 18.04.2016 DOP/TDP Design, Manufacture, Verification and Delivery of Large Visible Adaptive Optics (AO) Wavefront Sensing (WFS) CMOS imagers for the E-ELT

Request for Information (RFI) to identify companies that are interested in, and capable of, designing and supplying

Large Visible AO WFS CMOS imagers for the E-ELT.

The scope of supply will include the design and implementation of the manufacturing processes, the qualification and the manufacturing and test of 28 CMOS imagers.

The RFI is scheduled to be issued in Q2/2016 to potential suppliers in ESO Member States, Chile and Brazil.

Based on the outcome of the RFI, ESO is planning to release a Preliminary Inquiry in Q2/2016, which will be followed by a Call for tender planned to be released in Q2/2016.

A Request for information (RFI) will be issued in order to identify companies interested in, and capable of, producing capacitive edge sensors for the M1 (Primary Mirror) segments for the European Extremely Large Telescope (E-ELT).

The scope of supply will include the adaptation of a design provided by ESO to the E-ELT interfaces, the design and implementation of the manufacturing processes, the qualification and the manufacturing and test of the edge sensors. The supply also includes all necessary tools, procedures, and documentation required to integrate, calibrate, operate and maintain the edge sensors.

The RFI is scheduled to be issued in Q2/2016 to potential suppliers in ESO Member States, Chile and Brazil.

Based on the outcome of the RFI, ESO is planning to release a Preliminary Inquiry in Q3/2016, which will be followed by a Call for tender planned to be released in Q4/2016.

132 26.11.2015 DOP/ELT E-ELT M1 Position Actuators Design, Qualification and Manufacturing

The European Southern Observatory (ESO) is preparing the procurement of the M1 Position Actuators for the European Extremely Large Telescope (E-ELT).

The M1 Position Actuators are the sub-units that drive the position of the E-ELT Primary Mirror Segments, in real time and to a few nanometers precision, to maintain the mirror optical quality under changing telescope elevation and changing environment conditions.

They include all equipment specifically required to operate and maintain the subunits, i.e. drive and control equipment.

ESO intends to issue a Request For Information (RFI) in Q1 of 2016 and a Call for Tender for the procurement of the E-ELT M1 Position Actuators in Q3 2016. The Call for tender is scheduled to be issued in Q3/2016 to potential bidders in the ESO Member States and Chile. Contracts are expected to be awarded in Q2 2017.

A Preliminary Inquiry (PI) covering the procurement of the M1 (Primary Mirror) segments washing, stripping and coating plant for the European Extremely Large Telescope (E-ELT) will be issued in Q3 2016.

The M1 segment washing and coating facility will consist of a washing stripping unit with associated handling system and a coating plant, and will be located in the Paranal Observatory premises in Chile, 130 km south of Antofagasta.

The purpose of the PI is to identify and select companies that have interest and the capabilities to deliver a complete solution for the above activities (design, delivery and installation of the equipment).

129 11.11.2015 DOP/PMD E-ELT In-situ Cleaning System for M1 Segments

The European Southern Observatory (ESO) is investigating if suitable methods for an in-situ cleaning of the M1 segments for the European Extremely Large Telescope (E-ELT) exist. In-situ meaning without dismounting the segments form the telescope. ESO is looking for companies, having promising hardware and processes capable of doing this, with any available technology.

ESO intends to issue a Request for Information (RFI) in Q4 of 2015 and a Call for Tender (CFT) for the technical development in Q2 2016. The Contract is expected to be awarded in Q4 2016.

112 03.03.2015 DOP/ELT Request for Information for the supply of the E-ELT M3 Mirror Design and Manufacturing

A Request for information (RFI) covering the design and manufacturing of the E-ELT Tertiary Mirror (M3) will be issued in Q2 2015.

The E-ELT M3 Mirror is a 4-m diameter F/2.6 slightly aspheric concave mirror. It is made of low expansion glass or glass ceramic, has a meniscus shape, about 100-mm thick.

The M3 Mirror will be supported axially on a passive 18 points whiffletree and load spreaders, and laterally on 12 points along the mirror edge.

The RFI will cover:

·         The design of the M3 Mirror and of its support interfaces, its handling and transport auxiliary equipment,   its production and test tooling.

·         The procurement of the M3 Mirror support interfaces and auxiliary equipment, of the production and test tooling, and the setup of the production facilities.

·         The M3 Mirror manufacturing: Adhesive bonding of the mirror support interfaces, optical grinding and polishing, and testing of the M3 Mirror.

·         Acceptance testing of the M3 Mirror and its auxiliary equipment, packing, and delivery to ESO.

The mirror material substrate (The M3 Mirror Blank) will be procured by ESO, based on mutually agreed blank specifications.

The purpose of the RFI is to identify the companies and/or consortia that have interest and the capabilities to perform the above activities.

The contract is expected to be awarded in 2016.

The purpose of this Price Inquiry is to procure consultancy services for the development and maintenance of ALMA Science Operations Software.

We are looking for the services of one software specialist located at the ESO Headquarters for the following activities:

Development and maintenance of Java-based software to support ALMA science operations at the observatory in Chile and the ALMA Regional Centres (ARCs) in Europe, Japan and North America, primarily in the areas of data reduction, quality control, data retrieval and data delivery to users. The scope of work includes all software development activities and requires regular interaction with scientists and support staff. Experience with Spring and relational databases (JDBC, Hibernate) is essential. Previous exposure to JavaScript and related technologies (e.g. JQuery, AngularJS) is required. A background in physics or astronomy will be considered an advantage.

The requested effort represents 1 FTE per year for a period of three years, with an option for extension of up to two years. The contract is expected to start on 1 July 2016.

123 04.08.2015 DOE/CSE Service Contract for the Development and Maintenance of SPARTA Software

The scope of this Price Inquiry is to procure consultancy services for the development and maintenance of SPARTA Software.

The tasks are defined for one software specialist for the following activities:

SPARTA is the ESO-in-house developed real time computing platform for adaptive optics instruments. It is used and will be used in total in 5 different instruments with 12 individual instances where some of them are about to be finished and others are just at the beginning of the development cycle.

The scope of work contains the development and maintenance of SPARTA extensions for 2 new instruments as well as contribution to the SPARTA core development and maintenance. Among other requirements, experience with C/C++ under Linux and real time operating systems is required as well as experience with multithreaded and distributed applications.

The scope of this Call-for-Tender is to procure a new set of mirrors for the Auxiliary Telescopes of the Paranal Observatory. The characteristics of the mirrors are given below in this table.

The mirrors shall be coated with Balzers Silflex MK II or equivalent provided that the reflectivity is equal or higher in the required spectral range 450-3500 nm.

The Consultancy Services shall provide state-of-the-art resources and dedicated expertise to:

  • identify areas of potential and actual risks as well as improvements for the various proposed contractors’ design development processes, planned arrangements and industrial setups;
  • assure the quality of the equipments, materials, structures, components and systems utilized in the design, manufacturing, construction and future operation of the E-ELT;
  • ensure that contractors and sub-tier contractors comply with the relevant quality standards and regulations;
  • verify materials, parts and final products through independent checks, audits, supervision, tests, inspections and witnessing;
  • ensure quality assurance and quality control benefits (QA/QC) both off-site at manufacturers’ facilities and - where needed - at the construction site facility at Cerro Armazones in Chile during assembly, integration and verification phases.

The outcomes of the various activities shall be documented and communicated to ESO by means of reports, surveys, risk registers, non-conformities reports, certificates, etc. during the various development phases and prior to the baseline milestones (Preliminary Design Review (PDR), Final Design Review (FDR), etc.) of the product life-cycle.

A Request for information (RFI) covering the polishing of the 931 E-ELT Primary Mirror (M1) Segments will be issued in Q4/2014.

The RFI will cover 2 phases:

- Phase 1: The pre-polishing of circular segment blanks (ca. 1440 mm diameter, ca. 50 mm thickness at the center and made of low expansion glass or glass-ceramics substrates) provided by ESO, and

- Phase 2: the machining (cutting) of the pre-polished segments to their final dimensions, the integration onto their support mechanics provided by ESO and the finish figuring (typically by Ion Beam Figuring) of the Segment Assemblies. 

Phase 1 is planned to be contracted to one or two entities. Phase 2 is planned to be contracted to one entity only, separately from Phase 1, however Phases 1 and 2 may also be contracted to a single entity as a unique package.

The purpose of the RFI is to identify the companies and/or consortia that have interest and the capabilities to perform the above activities, and to receive ROM (rough order of magnitude) prices for each of them.

The contract(s) are expected to be awarded in 2016.

Based on the outcome of the RFI, issued to potential suppliers in ESO Member States and Brazil, ESO is planning to release the corresponding Call(s) for Tender in Q3/2015.

93 21.07.2014 LSO Renewal of La Silla internal road’s surface

Call for tender for the renewal of the upper layer of the La Silla internal road over a 4-kilometer length and 6-meter width, from the Observatory gate up to the Observatory site, which is located some 160 km north of La Serena.

This implies removing the current damaged pavement, rebuilding the support layers, and laying a new asphalt cover.

The Call for tender is scheduled to be issued in Q3/2014 to potential suppliers in Chile.

A Request for Information (RFI) is going to be issued to potential suppliers and/or institutes in ESO Member States in the second quarter of 2014 in order to investigate the new technologies in deformable mirrors (DM) available in Europe, which may lead to improved performance, lower cost or reduced risks in manufacturing of future instruments for both the Very Large Telescope (VLT) and Extremely Large Telescope (ELT).

Based on the outcome of the RFI, ESO may issue a Call for Tender/Call for Proposals for the (joint) development of suitable new DM technologies in order to meet the ambitious requirements for the future.

Call for tender 1: Phase 1 of the Development of Extreme Adaptive Optics Deformable Mirrors at a firm fixed price of maximum 300.000 EUR.

Edge Sensors for the E-ELT
