                1 - first priority!
                2 - all efforts should be made to carry out observations
                3 - observations should be carried out if SV telescope time is 
                    still available
                4 - back-up plan in case higher priority targets do not meet 
                    observing constraints
                5 - rejected SV target 
                
          b) Define tasks and procedures to make OBs for each SV program

          c) Make specific plans about SV data reduction 
        
          d) Handling of specific data sets (e.g. selected commissioning data
             and Galactic Center observations carried out in May)
